I believe that kind of tout behavior is illegal in Morroco. Knowing how to say "police" in the local language might be effective.

Thank you for your continuing travel commentary. I’ve not been to Morocco and not sure if I’ll make it. But this gives me a wonderful flavour and a bit of enticement. Can’t wait for the next instalment!

Sorry to hear you had such a rough time in Fes. My wife and I stayed there three days during our trip to Morroco in 2014 and Fes was my favorite stop. There were touts in the medina, but not many and they were easily deterred. Sounds like it's gotten worse since then. I loved getting lost in the medina.

Morocco was a challenge for me, too. My three day trip to the desert from Marrakesh resulted in having to push our tour guide’s car to get it started several times and crouching down behind a wall while he filled it up at a gas station because he couldn’t turn it off. I digress. You can only prepare so much and then you have to let go and let the experience wash over you. Would I go back to Morocco? No. Am I glad I went there. Absolutely. In some countries you are nothing but a walking wallet. You are their only source of income. Life is hard. But the trick is to find the beautiful blue (as you have done) among the noise, dust and harassment.
